I like the idea with the poop bags a lot. You sometimes see boxes like this in parks over here in Germany as well. It's just whenever I walk by they are empty and I don't know if it's because so many people use them or because they don't get refilled often enough...

Even if with these free bags some people still don't pick up after there dogs.
